Terms of Reference
Consultancy on literature review and methodological development for an Impact Assessment related to FDPs inclusion into national employment and protection systems
The ILO is seeking the services of a consultant, who will be tasked to: Undertake a literature review of impact assessments and meta-analysis which involve FDPs and host communities, looking either at individual, community or institutional changes and benefits derived from inclusion into national systems, such as education systems, labour market, protection and social protection, and critical infrastructure (such as WASH, digital connectivity, etc.) Document and map the different types of benefits associated with inclusion into national systems, at individual, community and institutional levels.Work in partnership with EMPLOYMENT specialists to develop a methodology (e.g. ex-post with (quasi)-experimental approaches, meta-analysis that can support ILO PROSPECTS to measure its impacts at the individual, community and institutional levels, allowing to determine also the number of indirect/induced beneficiaries. The consultant is expected to highlight the implications in terms of time and resources needed as well as limitations. Validate this methodology with relevant ILO stakeholders and propose a way forward to apply it in one or more ILO PROSPECTS countries. The consultant should write to michaud@ilo.org along with budget breakdown, clearly indicating his/her/their daily fee, the number of days for each key task, along with a CV by 17 June 2024. There is no field work foreseen for this assignment. The work will start on 01 July 2024 and should be completed by 31 October 2024.
