Background Summary

Iraq and the Kurdistan Region have faced numerous challenges including armed conflict, ISIL, and economic shocks like the Covid-19 pandemic and oil price drops. These have severely impacted the labor market, enterprise growth, and the financial sector. Despite efforts to promote SMEs and financial inclusion, access to finance remains constrained due to regulatory and operational hurdles. Initiatives like the Iraqi Company for Banking Guarantees aim to mitigate credit risks, but obstacles persist. Collaboration with international organizations and government reforms are crucial to foster financial inclusion and sustainable SME finance. Iraq struggles with high unemployment rates, especially among women and youth, with significant regional disparities. SME financial inclusion in Iraq is low compared to other regions, with limited access to bank loans due to perceived high risks and stringent requirements.
