The ILO is the oldest specialised agency of the United Nations. It is tripartite in nature and is responsible for developing, formulating, and enforcing international labour standards. Its main objectives are the promotion of decent work, social protection, and the strengthening of social dialogue.

Spain is a founding member of the ILO and is currently the member country that has ratified the most international labour conventions. The ILO Office in Spain started its activities in 1986. It is also one of the countries that has been contributing the largest volume of funds to the ILO's technical cooperation programmes, mainly aimed at Latin American countries.
